Uganda Refinery Holding Company (URHC) is a specialized subsidiary of the Uganda National Oil Company (UNOC), established to manage the state’s commercial interests in the petroleum refining sector. The company was established to lead the commercialization of Uganda’s oil resources through value addition and the production of refined petroleum products for the East African market. URHC is widely recognized for its role in securing international investment partners for the refinery project and for overseeing the development of the Kabaale Industrial Park, which serves as the strategic hub for Uganda’s midstream industrial activities.

The company provides several specialized commercial and project management services essential to Uganda's industrial energy strategy:

  • Refinery project management: Leading the development of the 60,000 barrels-per-day oil refinery, including overseeing feasibility studies and front-end engineering designs.

  • Joint venture and investment coordination: Managing the selection and partnership agreements with international lead investors for the construction and operation of the refinery.

  • Industrial park development: Overseeing the master planning and infrastructure development of the Kabaale Industrial Park (KIP) in Hoima.

  • Petrochemical industry promotion: Facilitating the establishment of secondary industries within the industrial park, such as plastics, fertilizers, and pharmaceutical manufacturing.

  • Equity management: Holding and managing the Government of Uganda’s equity stake in the refinery project and associated midstream assets.

  • Commercial negotiation: Leading negotiations for the Crude Oil Supply Agreement (COSA) to ensure a steady supply of raw material from the Albertine oil fields.

  • Stakeholder engagement: Working with local communities, governmental bodies, and environmental agencies to ensure the industrial park meets international social and environmental standards.

  • National content facilitation: Ensuring that Ugandan businesses and professionals are integrated into the refinery's construction and long-term operational supply chains.
