Uganda National Oil Company

Uganda National Oil Company (UNOC) is a limited liability company wholly owned by the Government of Uganda, established under the Petroleum (Exploration, Development and Production) Act of 2013.

The company was incorporated in 2015 with a mandate to handle the state's commercial interests in the oil and gas sector and to ensure that the country maximizes value from its natural resources. UNOC is widely recognized for its strategic role in national energy security, its leadership in developing the Kampala Storage Terminal, and its status as the sole importer of petroleum products into Uganda following a landmark policy shift in 2024.

The company provides several critical commercial and technical services aimed at developing a sustainable oil and gas industry:

  • Sole importation of petroleum products: Serving as the exclusive importer of all refined petroleum products into Uganda through a partnership with Vitol, ensuring national energy security and stable pricing.

  • Upstream project management: Managing the government’s 15% participating interest in the Tilenga and Kingfisher development projects alongside partners TotalEnergies and CNOOC.

  • Midstream infrastructure development: Overseeing the development and operation of the East African Crude Oil Pipeline (EACOP) and the Uganda Oil Refinery project in Hoima.

  • Storage and terminal operations: Managing the Jinja Storage Terminal and developing the Kampala Storage Terminal (KST) to serve as a regional hub for refined products.

  • Industrial park management: Developing the Kabaale Industrial Park (KIP) in Hoima, which will host the refinery, an international airport, and various petro-chemical industries.

  • Oil trading and marketing: Handling the sale and marketing of the state's share of crude oil once production commences.

  • National content facilitation: Promoting the participation of Ugandan citizens and local companies in the oil and gas supply chain through capacity-building initiatives.

  • Exploration activities: Engaging in oil and gas exploration in new blocks, such as the Kasuruban area, to expand the country's resource base.
