Sinopec is a global energy and chemical giant that entered the Ugandan market as a major engineering and construction contractor for the Tilenga Project.

The company was established in Uganda to provide integrated oilfield services and infrastructure development for the country's upstream sector. Sinopec is widely known for its role as a Tier-1 contractor for TotalEnergies, responsible for the engineering, procurement, construction, and commissioning (EPCC) of significant portions of the Tilenga project’s well pads and flowlines. It is recognized for its rapid mobilization of advanced drilling rigs and its large-scale employment of local technical personnel.

The company provides several specialized engineering and technical services essential to the development of Uganda's petroleum resources:

  • EPCC services: Managing the engineering, procurement, construction, and commissioning of well pads, access roads, and flowlines in the Albertine Graben.

  • Oilfield drilling services: Operating advanced automated drilling rigs designed for high efficiency and minimal environmental footprint in sensitive areas.

  • Pipeline and flowline construction: Executing the installation of the network of buried lines that connect individual well pads to the Central Processing Facility.

  • Civil engineering and infrastructure: Constructing essential support infrastructure, including industrial camps, water supply systems, and internal site roads.

  • Technical manpower development: Implementing training programs to certify Ugandan technicians in specialized welding, pipefitting, and industrial safety.

  • Logistics and supply chain management: Coordinating the movement of heavy machinery and materials from international ports to project sites in Western Uganda.

  • Environmental and safety management: Adhering to international safety protocols and local environmental regulations to mitigate the impact of industrial construction.

  • National content participation: Actively sub-contracting various work packages to Ugandan companies to enhance local economic participation in the oil sector.
