National Pipeline Company Uganda Limited (NPC) is a specialized subsidiary of the Uganda National Oil Company (UNOC), established to manage the state’s commercial interests in the development and operation of strategic petroleum pipelines and storage infrastructure.

The company provides several specialized commercial and infrastructure management services essential to Uganda’s energy security:

  • Pipeline equity management: Holding and managing the Government of Uganda’s 15% equity stake in the East African Crude Oil Pipeline (EACOP) project.

  • Strategic fuel storage: Overseeing the development and operation of the Kampala Storage Terminal (KST), designed to hold a 30-day national strategic reserve of refined petroleum products.

  • Refined product pipeline development: Coordinating the planned multi-product pipeline project that will transport refined fuels from the Hoima refinery to the central distribution hub in Mpigi.

  • Infrastructure investment and financing: Engaging in joint ventures and capital raising activities to fund midstream oil and gas assets.

  • Product distribution and logistics: Managing the commercial aspects of moving refined products from international entry points and local refineries to primary consumer markets.

  • Terminal and depot management: Operating the Jinja Storage Terminal (JST) to ensure a steady supply of petroleum products and mitigate national fuel shortages.

  • Partnership and joint venture coordination: Working with international investors and technology partners to implement smart pipeline monitoring and safety systems.

  • National content facilitation: Ensuring that local Ugandan companies are integrated into the construction and maintenance supply chains for national pipeline projects.
