Enabel - The Belgian Development Agency

Enabel is the Belgian development agency, formerly known as the Belgian Technical Cooperation (BTC). It is the federal entity responsible for implementing Belgium’s international development policy. In Uganda, Enabel partners with the government to address global challenges such as climate change, urbanization, and social inequality, primarily focusing on empowering youth and women.

  • National Strategy Alignment: Enabel supports Uganda's National Development Plan (NDP) and the UN 2030 Agenda through a 2023–2028 country portfolio budget of approximately 80 million euros.

  • Education & Vocational Training: This sector receives the largest share of funding, focusing on teacher education and Technical and Vocational Education and Training (TVET) to increase employability in the green economy, agriculture, and hospitality.

  • Healthcare Support: The agency works with the Ministry of Health to improve maternal and child health using Results-Based Financing (RBF), where health facilities receive incentives based on performance.

  • Environment & Refugee Support: In northern Uganda (e.g., Yumbe and Adjumani), Enabel implements EU-funded programs to help refugee-hosting communities develop environmental policies and sustainable energy solutions to combat deforestation.

  • Digitalization for Development (D4D): Enabel supports the Digital Uganda Vision by integrating ICT into education and healthcare, including e-learning courses and digital health solutions.

  • Social Protection: The agency implements programs to facilitate tripartite dialogue between workers, employers, and unions to ensure decent work and protect labor rights, particularly in the informal sector.

  • Green & Circular Economy: In 2025, Enabel actively promotes innovative enterprises through incubation and acceleration programs focused on reducing carbon emissions and waste.
